The Relationship Manager is also the one to gather the demand, to arrive at a Predictable Demand Management Model for the business to enable IT is geared up to cater to the the rigours of the demand. The Relationship Manager is also responsible for working within IT to assess if capabilities exist to deliver to specific demands; the Relationship Manager obtains dates and delivery methodology from IT to deliver demands that it is not capable of delivering.

I would argue that although the Relationship Manager is very much involved in the relationship between IT and business, the Relationship Manager cannot be responsible for that relationship. The relationship might be defined by many ways: financial, transactional, political, etc. Moreover, the relationship between providers and customers is ultimately determined by the perception of how well providers and customers satisfy the commitments made to each other.

My suggestion: The Relationship Manager is responsible for maintaining a constant, consistent communications channel between providers and customers. As such the Relationship manager ensures providers and customers remain informed about service requirements, delivery, and consumption, particularly as capabilities and demands change. The Relationship manager may also play a critical role in the agreement management process, validating that what is promised can be delivered.
